2025年10月31日，第二届中丹雁栖“全球创新与政策转型”研讨会在中国科学院大学中丹中心109会议室顺利召开。本次研讨会由哥本哈根商学院教授、丹麦皇家科学院院士Alan Irwin，中国科学院科技战略咨询研究院研究员穆荣平，以及中国科学院大学公共政策与管理学院副教授、中丹学院公共管理与社会发展项目负责人孙茜共同主持，来自中丹两国高校及科研机构的二十余位领域专家学者围绕全球创新治理、政策转型路径及跨国科研合作等议题展开深度学术交流。中丹学院公共管理与社会发展项目2025届硕士研究生参会研讨。

On October 31, 2025, the second Sino-Danish Yanqi Workshop on "Global Innovation and Policy Transitions" was held at the Sino-Danish College, University of Chinese Academy of Sciences. Following the success of the first Sino-Danish Yanqi Workshop one year ago, Professor Alan Irwin (Copenhagen Business School and Aarhus University), Professor Rongping Mu (Institutes of Science and Development, Chinese Academy of Sciences), and Associate Professor Tara Qian Sun (School of Public Policy and Management, UCAS) collaborated once again in bringing over 20 experts from universities and research institutions in China and Denmark together.
Through the main topic of Global Innovation and Policy transitions, the workshop participants spent the day engaged in academic exchange about how to strengthen cross-border research collaboration within their respective fields.
The students of the Sino-Danish College Public Management Master's program were invited to attend the talks to foster dialogue between the new generation of potential researchers and senior academics. The students did not stray away from engaging in conversations with the invited experts, leading to many insightful comments and discussions among the audience and the presenters.

上午，八位专家学者依次带来精彩主题报告。中国科学院大学中丹学院院长王海燕教授以《中丹中心介绍》为题，系统阐述中丹中心的发展定位、跨国合作机制及过往在推动中丹科研交流中的核心成果；奥胡斯大学人文学院院长、丹麦独立研究基金会前主席Maja Horst教授作《创新与社会科学和人文（SSH）研究》主题报告，分析人文社科视角对创新实践的支撑价值，提出跨学科融合推动创新发展的思路；中国科学院大学经济与管理学院柳卸林教授作《中国管理研究站在十字路口：过去、现在与未来》主题报告，提出平衡国际视野与本土实践、深化理论创新的发展路径；奥胡斯大学研究与科研政策研究中心主任Carter Bloch教授作《使命导向的创新政策：治理与领导的挑战》主题报告，剖析使命导向创新政策的内涵与治理挑战并提出解决思路。
上海市科学学研究所科技与社会研究室主任李辉研究员作《三思派十周年：与中国创新研究同行》主题报告，回顾“三思派”十年发展历程，总结其连接政策界与学术界的桥梁作用；奥胡斯大学人文学院副院长Søren Michael Sindbæk教授作《丹麦人文研究的公私合作资助》主题报告，分析丹麦政府、企业等主体在人文研究资金支持中的角色分工与协同模式；北京航空航天大学经济管理学院杜文宇副教授作《信息系统驱动的可持续转型——基于德国能源自给型村庄的研究》主题报告，以具体案例解析社区如何利用信息系统实现能源生产与消费协同变革；哥本哈根商学院与中国科学院大学联合培养博士生Sophie Wiggo Hoffritz作《变革科技世界中的中丹研究合作》主题报告，分析当前两国科研合作的现状、挑战与机遇，为全球创新领域跨国学术交流研究提供新思路。
Eight experts from Chinese and Danish research institutions gave presentations at the workshop. Professor Haiyan Wang (Dean of Sino-Danish College, UCAS) set the scene with an Introduction to SDC. Following her, Professor Maja Horst (Dean of the Faculty of Arts, Aarhus University) presented on Innovation and Social Science and Humanities (SSH) research, analyzing the supporting value of SSH perspectives for innovation practices and proposing ideas for advancing innovation through interdisciplinary integration.
Professor Xielin Liu (School of Economics and Management, UCAS) introduced the current state of Chinese Management Research, where he combined international perspectives with local practices to deepen theoretical innovation.
Professor Carter Bloch (Director of the Danish Centre for Studies in Research and Research Policy (CFA), Aarhus University) presented on Mission-oriented innovation policy, and Dr. Hui Li (Director of the Science, Technology and Society Research Office, Shanghai Institute for Science of Science) presented Science Pie - a digital platform for innovation research.
Professor Søren Michael Sindbæk (Vice Dean of the Faculty of Arts, Aarhus University) introduced the Public-Private collaboration in funding humanities research in Denmark, analyzing the role division and collaboration models of the Danish government, enterprises, and other entities in funding humanities research.
Associate Professor Wenyu (Derek) Du (School of Economics and Management, Beihang University) presented his paper on Information systems-enabled sustainability transformation: A study of an energy self-sufficient village in Germany, and PhD Candidate Sophie Wiggo Hoffritz (CBS and UCAS) presented her research on Sino-Danish Research Collaboration, analyzing the challenges and opportunities in the current political climate.

Experts and scholars give keynote speeches
下午的圆桌对话由Alan Irwin教授主持，Maja Horst、Carter Bloch、Søren Michael Sindbæk、李辉、孙茜、李雨晨、韩海庭、刘亚亚等多位学者围绕“全球创新与政策转型中的合作”展开多轮对话，就使命导向创新、数字治理、科研生态比较等议题进行了理论辨析与观点碰撞。随后，与会学者以“漫步研讨”形式移步室外，在自由交流中延续学术对话，激发思想火花。
The afternoon roundtable discussion, chaired by Professor Alan Irwin, brought together Maja Horst, Søren Michael Sindbæk, Carter Bloch, Hui Li, Tara Qian Sun, Yuchen Li, Haiting Han, and Yaya Liu in a lively conversation on Collaboration in Global Innovation and Policy Transition. Here, the differences between the Chinese and Danish research environment were discussed, deepening the understanding of the challenges and opportunities of Sino-Danish Research collaboration. One recurring theme was the consequence of the use of Big Language models in research. Translation software shortens the distance between researchers, but what gets lost in translation? Maja Horst remarked that collaboration makes us wiser, and Hui Li explained that collaboration is strengthened when we, as researchers, know each other.
For the final part of the program, the participants moved outdoors for a "Walk and Talk" session, continuing their academic discussions in a relaxed environment. The fresh air, the beautiful scenery of Huairou, and inspiring company stimulated the conversation, leading to the formation of new ideas and connections.

Finally, Professor Alan Irwin and Tara Qian Sun delivered the closing remarks for this seminar. They fully acknowledged the fruitful achievements of the seminar in promoting China-Denmark academic exchanges and forging cooperation consensus, and expressed their expectation to translate the inspirations from the discussions into concrete academic research actions, so as to contribute wisdom to global innovation and policy transformation.

本次研讨会延续了首届会议的学术传统。首届中丹雁栖“全球创新与政策转型”研讨会于2024年10月30日成功举办，爱丁堡大学社会与政治科学学院Robin Alun Williams教授、沈小白资深研究员、东华盛顿大学政治学与公共政策系李宁教授、中国科学院大学柳卸林教授、清华大学公共管理学院梁正教授、人民大学马亮教授等二十余位国内外专家学者参会，围绕创新理论、政策实践等核心学术议题展开研讨，为系列研讨奠定了良好的交流基础。
This workshop continues the academic tradition established by the first conference. The 1st Sino-Danish Yanqi Workshop on "Global Innovation and Policy Transformation" workshop was successfully held on October 30, 2024. Over 20 scholars participated, including Professor Robin Alun Williams from School of Social and Political Science of University of Edinburgh, Senior Researcher Xiaobai Shen, Professor Ning Li from the Department of Political Science and Public Policy at Eastern Washington University, Professor Xielin Liu from the University of Chinese Academy of Sciences, Professor Zheng Liang from the School of Public Management at Tsinghua University, and Professor Liang Ma from Renmin University of China. The discussions focused on core academic topics such as innovation theory and policy practices, laying a strong foundation for ongoing academic exchanges in this series.
